A land-use dispute is unfolding in The Acreage over HCA Healthcare’s proposal to build an 11,000-square-foot, 24-hour freestanding emergency department (FSED) inside the Walgreen’s/McDonald’s, Seminole Orange Plaza.
Freestanding ERs were recently incorporated into Palm Beach County’s Unified Land Development Code as a permitted medical use where medical buildings are allowed, with recognition that they operate 24/7; because this facility would run around the clock within 250 feet of residential homes, the applicant must obtain a Type 2 Waiver — a safeguard built into the code for 24-hour uses near neighborhoods — and modify the original 2007 Village Center approvals. That 2007 approval required rural design standards, fully shielded lighting, and — except for security lighting — lights out by 11:30 p.m.
Residents argue the proposal conflicts with the Acreage Neighborhood Plan and represents an intensification of a rural village center not originally intended for 24-hour emergency operations; they also question the need for another FSED given that one already operates in Westlake approximately 2.6 miles away. County staff has recommended approval, and opponents warn the decision could set precedent for future 24-hour uses in rural commercial.
There are 2 County meetings currently scheduled for this project. The Zoning board will review the application on March 5, 2026 @ 9AM (details can be found HERE). It will then go before the County Commissioners on March 26, 2026 @ 9:30 AM (details can be found HERE). Residents are urged to attend these meetings if you wish to voice your opinion. If you work and are unable to take off work for both, then the County Commissioner meeting is the most important.
